Fearing the law, juniors pile up work for their senior state officials

Many state institutions are running at very low performance mainly due to officials being extra careful and referring all decision-making to the hierarchy.

As a result, it takes an unusually-long time to complete a task that previously took a very short period.

Officials are said to be referring issues that could easily be resolved by themselves to their seniors.

They fear the wrath of the law, since the government has vowed strong action against corruption and irregularities.

Undergoing strong mental stress, top-level officials are reportedly working late to complete their duties piled up on them by the lower rung officials.

None are coming forward to change the situation for fear of legal action against them.

For its part, the government is paying close attention and planning an extensive confidence-building exercise among state officials.
