The Ministry of Land has launched an internal inquiry into the purchase of a building for the Land Reform Commission (LRC) at Rs. 240 million last year, despite concerns over the premises being unsuitable for office use, The Sunday Morning reports.
An audit report revealed that the LRC had been operating from leased premises at No. 475, Kaduwela Road, Battaramulla, since 2016.
Although Cabinet approval had been granted in November 2023 to relocate the office to the fourth floor of the Ministry of Land, this plan was overlooked, and the leased building was purchased outright in June 2024.
The building reportedly features structural designs more fitting for a hotel such as water pools, narrow corridors, and poor lighting, rendering it unsuitable as an office space.
Deputy Minister of Land Dr. Susil Ranasinghe said the issue had recently come to light and that the ministry had commenced an internal investigation.
He added that the ministry floor approved by Cabinet is still under construction and that the LRC would be moved there once completed.
The Deputy Minister also said efforts are underway to consolidate all land-related offices under one roof for improved public service access.
In its official response, the LRC stated the purchase followed formal procurement procedures, including assessment reports valuing the property and adjacent land at Rs. 240 million.
The Commission has appointed the Central Engineering Consultancy Bureau to develop and expand the building, including plans to enhance storage space.
However, the audit report has urged the LRC to address structural deficiencies and improve the building to make it fit for purpose.
