In a landmark decision for the residents of Mannar Island, President Anura Kumara Dissanayake has ordered the suspension of all new wind power projects, highlighting that no future developments should proceed “without the consent of the people living in Mannar Island.”
The move comes after months of persistent protests by residents, clergy, and civil society groups opposing the expansion of wind energy in the district.
For over 80 consecutive days, local communities warned that the projects threatened the island’s delicate coastal environment, marine ecosystems, and the livelihoods of traditional fishing families.
Protesters argued that the wind farms, promoted by the Ministry of Power and private companies, were being implemented without proper consultation or environmental assessments, disregarding the voices of the Mannar populace.
The Cabinet decision announced on Tuesday (04) confirms that President Dissanayake has instructed authorities to halt any projects beyond the three already approved.
The Thambapavani wind power plant, which commenced operations in 2021, remains active, while the 20-megawatt Windscape Mannar (Pvt) Ltd and 50-megawatt Hayleys Fentons projects, initially scheduled to begin in December 2025 and December 2026 respectively, will not proceed without explicit local consent.
