Clarification: Ministry responds to “Minister throws wrench in Rs. 900 million electricity project” article

The Ministry of Plantations and Rural Infrastructure Development has clarified allegations regarding lands within conservation boundaries being illegally transferred to a former Governor and his associates.

Chamal Sayuranga, Media Secretary to the Minister of Plantations and Rural Infrastructure Development, has issued a clarification regarding the article titled “Minister throws wrench in Rs. 900 million electricity project” published on this website on 04 January.

The article was based on a letter addressed to President Anura Kumara Dissanayake by Lalajith Manawadu, Chairman of the Annasigala Farmers’ Organization.

In a clarification letter sent to our sister publication “The Leader”, Sayuranga highlighted significant facts not highlighted in the article that have been uncovered since.

He also acknowledged the platform’s commitment to addressing any potential injustice caused by its reports and welcomed the opportunity to provide clarifications.

Key points raised by the Ministry of Plantations and Rural Infrastructure in their clarification letter are as follows:

Land Ownership in Protected Areas

The contested lands fall within conservation boundaries, which are legally protected. Despite this, it was uncovered that ownership rights to these lands were illegally transferred to a former influential Governor and several of his close associates.

Special Legal Provisions

Lands within conservation zones are designated for the protection of ecosystems, including flora, fauna, and the broader environment. These areas are safeguarded under stringent legal provisions to prevent unauthorized alterations. Altering such restrictions requires undue political influence, an issue that has surfaced in this case.

Irregular Allocations During a Transitional Period

The lands in question were reportedly allocated to a Governor and his associates during the politically turbulent period when Gotabaya Rajapaksa faced widespread public opposition.

Call for Investigation and Temporary Halt

Given the allegations, the Ministry advocates for a thorough investigation. Until its conclusions are reached, the electricity project should remain temporarily halted, and the investigation’s recommendations must be implemented.

Environmental Significance

Conservation lands serve as critical areas for biodiversity and environmental protection. The Ministry emphasized the need to uphold legal safeguards to ensure these resources are preserved for future generations.

Appeal to Media Organizations

The Ministry urged the media to reassess the content of the article, considering its potential societal implications. It also called for adherence to principles of responsible journalism, emphasizing global standards for ethical reporting.

“We are ready to provide any necessary information to support accurate and informed reporting,” Chamal Sayuranga added in the letter.
