President designates CCIB as PTA detention facility

President Anura Kumara Dissanayake, in his capacity as Minister of Defence, has designated the Central Crime Investigation Bureau (CCIB) in Colombo as a place of detention under the Prevention of Terrorism (Temporary Provisions) Act (PTA).

The designation was made through Extraordinary Gazette Notification No. 2509/11, published on October 6, 2026.

According to the Gazette, the President exercised powers vested in him under Section 9 of the Prevention of Terrorism (Temporary Provisions) Act, No. 48 of 1979, to declare the premises a place of detention for the purposes of the Act.

The designated facility is located on the seventh floor of the Labour Secretariat Building, where the CCIB is situated in Colombo 05.

Although the Gazette was published on October 6, the notification was signed by President Dissanayake on September 17, 2026, in his capacity as President and Minister of Defence.

The designation comes as the Government is moving ahead with legislation to replace the PTA with the proposed Protection of the State from Terrorism Act (PSTA).

The proposed legislation has come under scrutiny over provisions relating to the definition of terrorism, detention powers and safeguards for persons taken into custody.
