Sri Lanka schools face major setback as 65% of provincial education development funds go unused

The Ceylon Teachers’ Union (CTU) says that more than 65% of funds allocated for education-related development activities through Provincial Councils (PCs) in 2025 are to be returned to the Treasury unused.

CTU President Priyantha Fernando told reporters that while financial provisions had been earmarked for development projects in schools and other educational institutions, a lack of proper implementation plans had prevented the work from being carried out.

“It is through the PCs that most development activities, including school improvements, are executed. But when these projects are not implemented or completed, the unspent funds are returned to the Treasury. Of this year’s allocations, more than 65% is expected to go back,” Fernando said.

In Sri Lanka, schools are divided into national schools, managed by the central government, and provincial schools, which are overseen by respective PCs.

Provincial schools, forming the majority, depend on PC-allocated funds for infrastructure, maintenance, and educational resources.
